The County Government of Siaya has confirmed its full preparedness to participate in the upcoming Devolution Conference scheduled to kick off on August 12, 2025, in Homa Bay County.
Under the stewardship of Governor James Orengo, Siaya will be represented by a high-level delegation, signaling its commitment to the national discourse on devolved governance and service delivery.

During a planning meeting chaired by County Secretary and Head of Public Service Mr. Joseph Ogutu, all county officers were urged to uphold the highest standards of integrity and professionalism throughout the week-long engagement.
“This is an opportunity to carry the Siaya County flag high. We expect every officer to represent the County Government in good standing and with distinction,” said Mr. Ogutu, emphasizing that all internal preparations were on track.
He further assured that all necessary programs and logistics would be fully implemented to ensure the county’s active and successful participation.
County Executive Committee Member for Devolution, Mr. Agunda Ochanda, guided the team through the detailed programme of the conference. The opening day will be marked by a high-level session graced by His Excellency President Dr. William Ruto and ODM Party Leader Rt. Hon. Raila Odinga, among other dignitaries.
Siaya County is expected to showcase five innovative exhibitors, with one premier booth reserved exclusively for Governor Orengo. The county delegation will comprise approximately 100 delegates drawn from various departments and sectors.

The 2025 Devolution Conference is themed around strengthening county systems, enhancing intergovernmental collaboration, and spotlighting innovation in service delivery. Siaya aims to use the platform to highlight its progress, share success stories, and foster partnerships for future development.
