The County Government of Siaya has reinforced its development agenda by formalizing cascaded performance contracts for the 2025/2026 financial year, in a ceremony led by County Executive Committee Member (CECM) for Governance, Administration and ICT, CS Agunda Ochanda.
The exercise, which took place today, brought together Chief Officer Hon. Walter Okelo, departmental directors, sectional heads, and subcounty administrators, who all committed to aligning their work with clearly defined service delivery targets. The contracts, cascaded through different levels of the administration, are designed to link strategic county objectives with tangible outcomes for citizens.
Agunda Ochanda emphasized that performance contracts are more than managerial tools — they are the backbone of Siaya’s push for accountable governance and targeted socio-economic growth.
“This process is about ensuring every public servant contributes measurably to our development priorities. It is a pledge that the work we do in governance, administration, and ICT translates directly into better services and improved livelihoods for our people,” he said.
At the core of the ceremony was the signing between the Director of Governance and subcounty administrators, a critical step in ensuring accountability reaches the grassroots. By placing administrators under clear performance benchmarks, the county aims to bridge the gap between policy decisions at headquarters and service delivery in communities.
Chief Officer Walter Okelo echoed the sentiment, noting that the contracts represent “a pact with the people of Siaya” to drive reforms in governance efficiency, ICT systems, and administrative service delivery.
Observers say the exercise reflects Siaya’s determination to entrench a results-oriented culture in public service. With performance targets now tied to day-to-day responsibilities, officials at every level will be measured against their ability to deliver practical improvements in citizens’ lives.
