Eyebrows Raised as President Ruto Splurges KES 50 Million on Vihiga Church

When President William Ruto rose to speak before thousands of faithful gathered for the Pentecostal Assemblies of God (PAG) centenary celebrations in Nyang’ori, Vihiga County, on Saturday, October 4, his message sounded familiar: faith, development, and generosity. But what caught national attention was not his sermon on service — it was his latest megapledge of KSh 50 million toward the construction of the church’s new modern headquarters in Vihiga.

The commitment, made with his characteristic ease, immediately rekindled debate over the president’s growing reputation for deep-pocketed donations to religious institutions — a pattern that has drawn praise from the clergy but sparked skepticism among fiscal analysts and governance watchdogs.

A Church, A President, and a Pledge

At the Nyang’ori mission, where the PAG church first planted its roots in Kenya a century ago, President Ruto was received with the pomp and prayer befitting the country’s first citizen. The church, which boasts millions of followers across Kenya and East Africa, is erecting a state-of-the-art headquarters as a symbol of its evolution from a humble mission to a continental faith powerhouse.

“I want to thank the PAG church for your mission and vision,” Ruto said. “You are raising the bar, standards, and ambition to make this church better so that you can become more effective in your mission. I will send you KSh 50 million — look for me when there is need.”

The pledge was accompanied by an invitation to church leaders to visit State House, Nairobi — a gesture that underscores the president’s long-standing strategy of cementing his relationship with the clergy, who remain among his most loyal public backers.

Generosity or Governance Concern?

To Ruto’s supporters, the donation is an act of faith — a continuation of his public persona as a devout Christian who attributes his political rise to divine providence.

To his critics, however, it raises troubling questions about the source and ethics of presidential philanthropy, especially at a time when the country is reeling from biting taxes, ballooning public debt, and budgetary austerity that has seen key social programmes underfunded.

Dr. Charles Kilonzo, a governance analyst, told SIAYA TODAY that such pledges blur the line between private charity and public expenditure:

“It would be acceptable if the president was donating from his personal wealth, but the scale and frequency of these pledges make it necessary for accountability. Kenyans have the right to ask: are these personal donations or State contributions disguised as benevolence?”

The question is not academic. Earlier this year, Ruto promised KSh 100 million to a Nairobi church, sparking public outrage. Citizens, some tongue-in-cheek, “stormed” the church to demand proof that the money had been delivered, accusing the president of using church platforms for political messaging rather than spiritual partnership.

A Political Pulpit

Beyond the pledge, the Vihiga event turned into a platform for Ruto to tout his administration’s flagship programmes — including the Social Health Authority (SHA) and the Affordable Housing Scheme — which he said were transforming Kenya’s socio-economic landscape.

He urged Vihiga Governor Wilber Ottichilo to allocate land for the construction of 10,000 affordable housing units and pledged an additional KSh 700 million for a county stadium — promises that added to the growing list of multi-billion-shilling commitments announced in church gatherings.

For observers, the blending of sermons and statecraft has become the hallmark of Ruto’s presidency. While previous leaders attended church events as guests, Ruto has redefined the pulpit as a political stage — one where he combines faith-based outreach with policy marketing and public relations.

Faith and Finance: The Unanswered Questions

The President’s defenders insist that generosity is part of his Christian calling. They argue that he has long been a benefactor of churches — from his days as Eldoret North MP to Deputy President — and that the habit has little to do with his current office.

However, civil society voices are not convinced. The Kenya Integrity Alliance has called for legislation requiring public officers to disclose large donations made while in office.

“The issue is not that the president gives,” said a spokesperson. “It’s whether such giving is being done transparently. If the funds are personal, let there be documentation. If they’re public, then the Auditor General must account for them.”

The Optics of Opulence

The timing of the KSh 50 million pledge could not be more delicate. With many Kenyans struggling under new tax regimes, escalating fuel prices, and the high cost of living, the optics of a president pledging tens of millions to a single church project are bound to invite scrutiny.

Social media reactions reflected the growing unease. On X (formerly Twitter), one user wrote:

“Hospitals lack medicine, schools lack desks, farmers lack fertilizer — but the church is getting KSh 50 million. God must be proud.”

Yet, within the same threads, many faithful applauded Ruto’s consistency, seeing in him a leader who “walks his talk” about faith, gratitude, and giving back to God.

Between Faith and the Fiscal Reality

President Ruto’s generosity to the church is not in question — it is a matter of public record. What remains unclear is how Kenya, as a constitutional democracy, balances faith-driven benevolence with the principles of transparency, equity, and fiscal responsibility.

As the PAG begins work on its modern headquarters in Vihiga, many will be watching not just the construction — but also whether the KSh 50 million pledge was symbolic or tangible, personal or public.

Until then, the question persists:
Is the president’s giving an act of devotion — or a distraction from the deepening economic struggles of ordinary Kenyans?
