When Kenyans think of President William Ruto’s closest aide, one name often dominates the conversation — Farouk Kibet, the fiery former Uasin Gishu councillor whose political presence at the heart of Ruto’s operations is both feared and revered. But behind the loud political machinery lies a quiet, calculated, and deeply professional man — Dr. David Muge, the President’s official Personal Assistant (PA) and one of the least-known but most powerful figures in State House.
The Power Behind the Presidency
Multiple State House insiders who spoke to The Republic Times describe Muge as “the nerve centre of Ruto’s presidential routine,” coordinating schedules, private engagements, and delicate state operations with surgical precision.
“Farouk may command the political ground troops,” said one senior official familiar with the President’s operations, “but when it comes to what gets to the President’s desk, who meets him, and how information flows — that’s Dr. Muge’s territory.”
Despite his proximity to power, Muge has mastered the art of invisibility. Rarely seen in public or mentioned in political gossip, the soft-spoken, media-shy technocrat has built his influence not through theatrics but through competence, loyalty, and quiet execution.
From Turbo to the World — and Back
Born in Turbo, Uasin Gishu County, a few kilometres from Ruto’s Sugoi home, Muge’s story is one of intellect and discipline. His early life straddled both Kenya and Tanzania, before joining Kapsabet Boys’ High School — a breeding ground for Rift Valley’s elite. He later attended Nakuru High School for his A-levels.
A scholarship to the University of Bristol in England marked a turning point. After earning a PhD in Pharmacology, Muge worked with the University of Liverpool and University of Bristol, where he lectured and conducted groundbreaking veterinary research.
His academic brilliance earned him membership in the Royal College of Veterinary Surgeons (RCVS) — a rare distinction for an African scientist at the time.
A Successful Entrepreneur Turned State Strategist
In 2000, Muge founded Animals Are Us Limited, a network of veterinary surgeries in west London that provided 24-hour emergency care and professional training. The business thrived for over a decade, cementing his reputation as a disciplined professional and shrewd entrepreneur.
But in 2014, Muge made a surprising move: he returned to Kenya. Those close to him say his relationship with Ruto — then Deputy President — had deepened, and he was invited to join the inner technical team supporting the DP’s office.
When Ruto ascended to the presidency in 2022, Muge seamlessly transitioned into the role of Personal Assistant to the President of the Republic of Kenya — a position he continues to hold.
The Coffee Tycoon of the Rift
Away from politics, Muge’s entrepreneurial instincts found new expression in agribusiness. He is the founder of Great Rift Coffee, a state-of-the-art processing plant in Eldoret that has quietly positioned Kenya’s coffee on the global stage.
The company not only roasts and exports premium coffee to Germany, South Korea, the USA, South Africa, Belgium, and the UAE, but also supports farmers through capacity-building programs and advance payments for their harvests.
“Dr. Muge has created a complete ecosystem — from seedling to export — that empowers farmers,” says a Nandi County agricultural officer. “It’s a model that shows how technocrats can transform rural economies.”
Through Great Rift Coffee, Muge funds annual scholarships for bright girls in Nandi County and offers free coffee management training to farmers.
Inside Ruto’s “Turbo Circle”
Ruto’s innermost circle — sometimes referred to as the “Turbo Team” — is composed of men he trusts implicitly, many hailing from his Uasin Gishu home turf. Among them are Dr. Abraham Singoei, an academic and legal adviser, Caleb Kositany a former MP and longtime friend Ruto met during his school days at Wareng Secondary School and several other professionals who prefer to stay behind the curtain.
According to insiders, Muge leads this inner team — coordinating the President’s personal staff, managing his diary, and overseeing sensitive assignments that rarely reach the public domain.
A senior government source described him as “the man who ensures the President’s personal, political, and logistical machinery runs like clockwork.”
Unlike many of Ruto’s political allies who thrive on media attention, Muge has deliberately kept a low profile. He seldom appears in photographs, gives no interviews, and avoids political theatrics. His approach reflects the President’s growing reliance on quiet professionals rather than loud politicians for day-to-day governance.
“He is the brain behind the President’s time discipline,” one aide confided. “He filters everything — meetings, calls, requests. If you want to reach Ruto, you must go through Muge.”
Balancing Power and Privacy
Those who know him describe a man of deep faith and restraint — a rare combination in Kenya’s cutthroat political environment. While his professional achievements could easily earn him public acclaim, Muge appears content to serve in the shadows.
His blend of academic rigor, business acumen, and administrative discipline makes him one of the most effective but understated figures in Kenya’s political architecture.
The Quiet Force of State House
As President Ruto consolidates power and shapes his legacy, Dr. David Muge’s role continues to expand — often unseen, always critical.
In a political landscape where loud voices dominate headlines, Muge represents a different breed: the silent technocrat, the strategic mind, and perhaps, the real power behind the presidency.
“If Farouk is the fire,” said one State House insider, “then Dr. Muge is the oxygen that keeps it burning steadily — unseen, but indispensable.”
