In Siaya’s fast-shifting political landscape, some players dominate the rallies, others control the headlines — and then there is Walter Okelo “Nyaliech”, the man who moves the chess pieces without ever stepping onto the public stage. For more than a decade, he has quietly evolved into one of the most influential technocrats in the county, a kingmaker whose proximity to power continues to fuel speculation about his next big leap.

Born to a schoolteacher in Asembo and polished through the corridors of the University of Nairobi, Walter Okelo burst into the public arena in 2013 as a Nominated Youth MCA in the first Siaya County Assembly. At the time, devolution was fresh, political structures fluid, and opportunities wide open for anyone with courage and connections. Okelo had both.

From Political Apprentice to Siaya’s Most Enduring Insider

Under former Governor Cornel Rasanga, Okelo rose rapidly to become Siaya’s first Chief of Staff, a position that placed him at the heart of decision-making, crisis management, and political negotiation. Internal realignments later pushed him into what seemed like a diluted role — but unlike many who fade when the winds change, Walter quietly re-engineered his trajectory.

He re-emerged as a Chief Officer in the Water department, building networks, sharpening his administrative footprint, and mastering the quiet art of political survival. When Governor James Aggrey Bob Orengo took office, Okelo found himself back in a position of serious influence: Chief Officer, Governance, Administration & ICT — a docket that sits at the heart of county operations.

Today, his office on the first floor of the County Headquarters sits directly opposite that of County Secretary Joseph Ogutu, a not-so-subtle signal of his access, influence, and continued relevance.

The Man With the Odinga Ear?

Whispers across Siaya’s political circles point to one of Okelo’s most significant assets: his long-standing relationship with the Odinga family, particularly key figures who have quietly shaped Nyanza’s politics for decades. While such claims remain within the realm of political lore, few dismiss the possibility outright.

What remains clear is that his low profile is deliberate. Walter avoids the theatrics of politics, preferring the shadows where strategies are crafted and careers are made. Several senior county officials speak of him as a “fixer,” a “strategist,” and at times “the guy you talk to before you talk to the governor.”

The Untold Story: College Transcript Drama & Political Resilience

Few public servants have escaped controversy entirely. Two years ago, Walter found himself the subject of scrutiny when questions surfaced regarding some of his university transcripts. The issue quickly spiraled into a wider online defamation tussle. Nothing was ever proven, no official sanctions were taken, and Okelo simply did what he always does — kept working, kept quiet, and let the storm pass.

The episode did little to dent his trajectory. If anything, it cemented his reputation as a man who survives the kind of political turbulence that destroys most careers.

For months, Siaya’s rumour mill buzzed with speculation that Okelo was preparing to run for Siaya Senator in 2027. Insiders described him as a “young technocrat with a network, a war chest and the boldness to shake things up.” But with Cornel Rasanga himself declaring a full-throttle Senate bid, the noise around Okelo’s ambitions cooled.

Political arithmetic is simple: you don’t challenge Wuod Aman unless you’re ready for outright brutal, earthshaking political warfare. Okelo is smart enough to know that.

Perhaps the most telling rebirth of the man is the meteoric rise of the Walter Okelo Mentorship Program (WOMP) — a nationwide youth empowerment movement launched in 2023. Built on the pillars of Awakening, Connecting, and Building Resilience, WOMP has already reached 50,000+ young people across Kenya.
