Siaya County’s political temperature rose a notch after County Secretary and Head of Public Service Joseph Ogutu rallied more than 300 youths from across all sub-counties, calling on them to firmly back Governor James Orengo’s Nyalore administration and its ambitious development blueprint.
In a high-energy engagement that blended governance, politics and youth empowerment, Ogutu — a seasoned administrator serving his second consecutive tenure as County Secretary — praised young people for standing by the county leadership and playing an active role in shaping Siaya’s development trajectory.
“You are already part of this journey. Continue supporting the Nyalore dream as envisioned by Governor James Orengo. When the right time comes, we shall cross that bridge,” Ogutu told the gathering.
Ogutu highlighted several ongoing and completed development projects under Governor Orengo’s leadership, urging residents — especially the youth — to remain vigilant in identifying development gaps that can be addressed for continuity and inclusive growth.
He emphasized that the Nyalore administration’s blueprint places youth empowerment at its core, focusing on:
Skills development
Talent nurturing
Sustainable livelihoods
Youth-friendly infrastructure
These pillars, Ogutu said, are designed to unlock the county’s demographic dividend and secure long-term prosperity.
2027 Whispers Grow Louder
While the meeting was largely framed around development, political undertones were hard to ignore.
In several political circles, Ogutu — who hails from the larger Alego community — is increasingly being touted as a formidable contender for a senior political seat in 2027, should the political matrix within the Orengo camp align favorably.
In a show of rare and “unlikely” early backing, sections of the youth openly pledged support should Ogutu decide to throw his hat into the ring.
“We know you have good plans for young people. What we need is a stronger push for youth budgetary allocations that promote gainful employment,” one youth leader remarked, drawing loud approval from the crowd.
Youth Assembly Backs County Leadership
The Siaya Youth Assembly lauded Ogutu’s work ethic, describing him as a “skilful mobiliser, tactician and the engine behind two successive county regimes.” They credited his office with ensuring meaningful youth inclusion in decision-making, particularly at the grassroots level.
The youth leadership reaffirmed its commitment to the Orengo administration, noting that young people now feel heard, consulted and represented in ward-level development planning.

Ogutu pledged to intensify ward-based consultations across all 30 wards, ensuring development planning and political engagement remain participatory and people-driven.
As a symbolic gesture of goodwill, the youth were later treated to sumptuous New Year meals, capping off an interaction that blended camaraderie with serious conversations about Siaya’s future.
As Siaya edges closer to the 2027 political season, the meeting underscored a growing reality: youth are no longer spectators but key stakeholders in both governance and politics.
With Governor Orengo’s Nyalore agenda gaining momentum — and Ogutu’s political stock quietly rising — the county’s youth vote is shaping up to be a decisive force in the years ahead.
