Governor James Orengo has carried out a major overhaul of his county administration by declining to renew expiring contracts for County Executive Committee members (CECs), chief officers and other senior officials, effectively opening more than 300 positions to competitive recruitment.
The governor framed the decision as a routine response to the natural expiry of fixed-term contracts, emphasizing that the vacancies are open to all qualified candidates, including incumbents who wish to reapply. The process, county sources say, has been executed with minimal public disruption, avoiding the kind of backlash seen in similar exercises elsewhere.
In contrast, a comparable move by Homa Bay Governor Gladys Wanga sometime last year drew criticism over timing and implementation, leading to political friction. Observers note that Orengo’s approach has benefited from clearer legal grounding and more careful sequencing.
Political insiders describe the non-renewals as a strategic purge of officials perceived to be loyal to the governor’s potential rivals. According to these sources, shortly after taking office in 2022, Orengo accommodated allies of a prominent Member of Parliament who reportedly placed supporters in key dockets with an eye on future succession. Many of those positions are now among the vacancies advertised.
The reshuffle is seen as an effort to bring in fresh personnel unaligned with rival camps, enabling the governor to advance his development agenda—locally referred to as the “Nyalore agenda”—during the final phase of his first term.
Orengo has remained non-committal on whether he will seek re-election in 2027 or shift focus to national politics. Analysts believe his strong development record and extensive grassroots networks give him a solid base should he choose to run again. Potential challengers include estranged Deputy Governor Dr William Oduol, former Rarieda MP Eng. Nicholas Gumbo, Ugenya MP and MDG party leader David Ochieng, and—on the periphery—Energy Cabinet Secretary Opiyo Wandayi, who is yet-to-declare open gubernatorial interest.
The opening of senior positions to new applicants has been welcomed by sections of the public as a sign of renewal and merit-based opportunity. However, the governor still faces criticism over perceptions that he has delegated significant authority to unelected individuals, including family members.
Sources in the county assembly claim Speaker George Okode has secured firm support from a majority of Members of the County Assembly (MCAs), strengthening the governor’s grassroots mobilisation machinery.
Siaya County has previously been flagged for slow absorption of funds allocated by the national government. With a new leadership team in place and fresh funding cycles underway, observers expect accelerated project implementation that could bolster Orengo’s standing ahead of the next election cycle.
