An audit of skills carried out by the County Government of Siaya Human Resources Department has elicited positive vibes with many billing it a milestone in Human Resource Management.
Staff drawn from the Head Office, sub-Counties and Municipalities turned out en mass to register thereby making the exercise a runaway success.
Initially the Human Resource Department led by Acting Director Susan Raba announced that a total of 875 staff have been audited as at 5 p.m Friday 21st, March 2025.
Additionally they have announced dates and locations at Sub Counties where the process continues until completion. The mandatory exercise being facilitated by the Devolution Support Programme and the World Bank seeks to address duplication of staff in departments, reduce unnecessary wage bill, place staff at the right department in order to address challenges that may call for additional employment in areas that these gaps may create.

The exercise further aims at addressing the ghost worker phenomenon, it may find out absentee staff who may in some instances be earning yet in other cases do not present themselves to work. It will review staff performance and Organogram. Enhance productivity, ensure employees possess the right skills competence among basic tenets required for them to perform at maximum output.
The audit will ensure proper staff ration of 70:30 is maintained at all times to comply with alignment to the County Integrated Development plans, CIDP 2023- 27 while at the same time integrating the Nyalore Manifesto and other strategic plans that the County Government seeks to implement.
The exercise will also help the Human Resource Department to prepare database for the staff ensuring acquisition of technical expertise for effective service delivery at all levels by analysing surpluses and deficit thus bolstering succession management and rapid results initiatives while enhancing departmental efficiency to align with County Government policies and objectives.
Madam Raba warned that failure to comply with audit requirements will lead to disciplinary action. She intimidated that those absent will be issued with show-cause letters.
She underscored the audit’s critical role in eliminating several vices that continue to affect the efficient delivery of services across all departments. All staff from permanent to contract are required to present themselves accompanied by academic certificates, and personal data, use the template provided by personnel at various stations with data keying tools.
