CS Opiyo Wandayi has rapidly solidified his place as a visionary leader at the helm of Kenya’s Ministry of Energy and Petroleum since his appointment in August 2024. Building on a distinguished parliamentary career—including three terms as Ugunja Constituency MP and Leader of the Minority Party—Wandayi has brought seasoned governance expertise and reformist zeal to a sector pivotal to Kenya’s economic destiny and sustainable development goals.
Under his stewardship, the Ministry has sharpened its focus on key strategic pillars aligned with Kenya Vision 2023 and the government’s Bottom-Up Economic Transformation Agenda (BETA). These priorities include expanding universal electricity access, accelerating clean and affordable energy generation, strengthening infrastructure for reliability and security, and promoting efficient energy use and conservation.
A hallmark achievement under Wandayi’s leadership is the Ministry’s successful mobilization of a $100 million African Development Bank facility to scale solar mini-grid installations targeting underserved counties and public institutions. Addressing the pressing issue of high electricity costs, Wandayi has initiated reforms aimed at slashing system losses from 23% to 15% by optimizing Kenya Power operations, enhancing transparency, and deploying smart technology. Wandayi’s forward-thinking policy agenda includes finalizing a Draft National Petroleum Policy designed to reflect contemporary realities in petroleum exploration and production. This modern framework underscores good governance, equitable revenue sharing, local content empowerment, and environmental sustainability—ensuring Kenya maximizes benefits from its resource endowment responsibly.
Beyond policy, Wandayi coordinates restructuring efforts of state entities like the Kenya Pipeline Corporation and Kenya Petroleum Refinery Limited, promoting operational efficiency and infrastructure optimization critical for a stable supply chain.
To fulfill Kenya’s climate commitments, Wandayi champions clean energy alternatives such as Liquefied Petroleum Gas nationwide, reducing indoor pollution and health risks in homes and institutions. He personally leads community reforestation drives, integrating environmental stewardship into the energy sector’s growth trajectory.
Under his watch, Kenya’s power generation surged by nearly 170 MW between 2022 and 2024, driven by expansions in geothermal, wind, and solar projects. Transmission infrastructure grew by 22%, accompanied by a 9% increase in Kenya Power customer connections, signaling strides toward universal access and economic empowerment.
His advocacy extends to innovative renewable projects like bio-ethanol and co-generation in the sugar industry, fostering rural energy solutions aligned with inclusive economic growth.
Wandayi’s governance approach is anchored in transparency and public accountability, rooted in his tenure as Chairperson of the Public Accounts Committee and leadership in Pan-African parliamentary accountability institutions. He blends political maturity with technical expertise to transform Kenya’s energy landscape and deliver tangible benefits to citizens.
