Siaya Governor James Orengo has formally set the stage for the Kenya Inter-Counties Sports and Cultural Association (KICOSCA) Games 2025, following the first preparatory meeting held this week in Siaya. The high-profile gathering marks the beginning of what promises to be one of the most significant cultural and sporting events on the county calendar.
Governor Orengo, who successfully secured the hosting rights for Siaya on July 31, 2025, announced that the games will run from November 22 to November 30, 2025, across selected venues in Siaya, Ugunja, and Bondo municipalities.
KICOSCA: Uniting Counties Through Sport and Culture
The KICOSCA Games bring together employees from Kenya’s 47 county governments, competing in over 20 sporting disciplines and showcasing diverse cultural performances. Beyond the competition, the games are a powerful platform for national unity, cultural exchange, and fostering peaceful coexistence.

This year, Siaya will play host to thousands of athletes, performers, leaders, and supporters, injecting fresh energy into the local economy while projecting the county as a vibrant hub of culture and sports.
Preparatory Meeting: Setting the Groundwork
The first preparatory meeting, which runs from September 1 to 5, 2025, was convened to evaluate facilities, accommodations, and logistics ahead of the November event.
The meeting was officially opened by Judith Oyugi, Acting Chief Officer for Tourism, Culture, Sports and Arts, representing Hon. Angeline Oduor, the CECM in charge of the docket.
Other key attendees included:
Rose Angira, CECM Nandi County
Nancy Wasama, Chief Officer, Sports, Kisumu County
Caren Orori, Chief Officer, Sports, Kisii County
Paul Olunya, CEC Sports, Busia County & representative of the Council of Governors Sports Council
They were joined by Dr. Sanmac Okoth (Director Sports and Arts), Dr. Kennedy Oreyo (Director Tourism and Culture), and Chrispine Omondi (Director Public Communication), among other senior officials who are overseeing technical and logistical preparations.
The national delegation is led by John Ang’awa, Deputy Director of Sports and Chairperson of KICOSCA, who emphasized that the games not only showcase talent but also encourage unity across the counties.
Agenda: Facilities, Elections & New Constitution
The technical team carried out site visits across Siaya, Ugunja, and Bondo to inspect playing venues, accommodation facilities, schools, hotels, resorts, and even golf courses earmarked for the event.
In addition to logistical planning, the meeting deliberated on:
Future hosting rights, with a proposal to prioritize Northern Kenya counties to enhance inclusivity and regional development.
A new robust KICOSCA Constitution, focusing on transparent financial management and participatory governance by member counties.
Elections to fill vacant leadership positions, guided by regional balance as enshrined in the 2010 Constitution. The elections are expected later this year, with the Registrar of Societies set to oversee the process.
Economic & Social Impact for Siaya
The 2025 KICOSCA Games are projected to be a major economic boost for Siaya. The influx of visitors will stimulate growth in the hospitality sector, transport, retail, and tourism. Hotels, restaurants, and transport operators are expected to benefit significantly, while the event will also showcase Siaya’s unique cultural heritage to a national audience.
Beyond economics, the event is seen as an opportunity to bring together political leaders from across the country, reinforcing Siaya’s status as a political and cultural stronghold.
Governor Orengo reaffirmed his administration’s commitment to delivering a successful KICOSCA edition saying:
“Siaya is ready to showcase its talent, culture, and hospitality. Hosting KICOSCA 2025 is not just about sports—it is about celebrating our diversity, strengthening national unity, and giving Siaya a platform to reach out to the world.”
