The County Government of Siaya has embarked on a rigorous vetting of departmental performance contracts for the 2025/2026 financial year in a bid to align service delivery with Governor James Orengo’s Nyalore manifesto and the County Integrated Development Plan (CIDP).
The high-level exercise, spearheaded by the County’s Performance Management Steering Committee and Coordination Secretariat, brought together senior officials including County Secretary Joseph Ogutu, CECM for Public Service Agunda Ochanda, and Public Service Board Chair Eng. Collins Juma.
According to officials, the exercise aims to sharpen accountability and efficiency by ensuring departmental objectives are not only measurable but also responsive to residents’ needs.
“These vetted targets will be the benchmarks for measuring departmental performance. If we fall short, we improve. If we surpass, then we must aim even higher,” Mr. Ogutu told participants.
The vetting was led by a five-member Performance Contract Management Committee chaired by Peter Ligulu, with George Okello (Secretary), Fred Muga (Capacity Building), Philemon Angila (Evaluation & Reporting), and Irine Dieto (Administration). The team guided technical officers from 12 departments in setting specific, measurable, attainable, realistic and time-bound (SMART) targets.
Mr. Ochanda praised the process as a hallmark of quality assurance, adding that the final documents—once signed by Governor Orengo and departmental heads—would stand the test of scrutiny. However, he faulted most departments for failing to craft three-year strategic plans, saying only Education and Governance had complied.
> “A strategic plan is non-negotiable. Departments must anticipate growth and chart service delivery paths for at least three years,” he said, further proposing public involvement in evaluating departmental performance in future.
Eng. Juma, on his part, lauded the process, saying it would complement the Office of the Controller of Budget by tracking how devolved funds translate into services.
The vetted draft contracts are expected to be discussed by County Executive Committee Members and Chief Officers before September 30, 2025. Once enriched, they will be signed by Governor Orengo at a later date.
