Siaya County’s political and administrative establishment has been shaken to its core after West Asembo Ward MCA Dorothy Oinga—a fierce oversight champion and rising political force eyeing the Siaya Woman Representative seat in 2027—tabled a high-voltage Notice of Motion seeking an investigation into Acting CECM for Finance and Economic Planning, George Odhiambo Ny’ngiro.
The motion, now the talk of the county, accuses Ny’ngiro of financial impropriety, constitutional violations, and systemic sabotage within the County Treasury. It also comes at a time when the Treasury is still reeling from a recent anti-corruption raid by the Ethics and Anti-Corruption Commission (EACC).
Just a few months ago, the EACC descended on the County Treasury and arrested a junior staffer, Opiyo Junior, in a swoop linked to alleged financial misconduct.
But the raid triggered uproar among county workers who lamented that “the small fish is always the one arrested while the real masterminds walk free.”
Now, with Oinga’s motion squarely targeting Ny’ngiro—the very head of the department—the storm has intensified. For many, this motion is the long-awaited test of whether accountability in Siaya will finally reach the top.

The Allegations Putting Ny’ngiro on the Defensive
1. Risking Loss of Staff Pension Benefits
The motion alleges Ny’ngiro’s decisions could jeopardize county employees’ pension and NSSF benefits, raising fears of non-remittances and long-term financial exposure.
2. Mounting Pending Bills & Stalled Development
Under his tenure, the County Treasury is accused of failing to settle pending bills, leading to:
Frozen development projects
Financial paralysis among contractors
Erosion of public confidence in the county’s financial management
This contravenes national directives and the Public Finance Management Act.
3. Politically Skewed Payments
Oinga’s motion claims contractors with political connections receive preferential treatment, undermining constitutional values of fairness and equal opportunity.
4. Hoarding Payment Files
The most contentious accusation: Ny’ngiro is said to be hoarding payment files, blocking legitimate payments and crippling service delivery.
Such gatekeeping creates fertile ground for corruption and arbitrary power.
By invoking the Constitution, the Leadership and Integrity Act, and the County Governments Act, Oinga has positioned her motion as a direct challenge to entrenched financial impunity.
Her bold move is seen as both:
A test of Siaya’s commitment to clean governance, and
A demonstration of her own oversight credentials as she builds momentum toward her 2027 Woman Rep bid.
With previous EACC action perceived as only netting “small fish,” this motion raises the stakes dramatically by placing the Finance Department’s top boss under scrutiny.

Criminal proceedings
A major realignment within the County Treasury
The political fallout could reshape the county’s power dynamics for months—if not years—to come.
