The County Government of Siaya, through its Human Resource Management Department, is conducting a skills audit for all staff, facilitated by the Devolution Support Programme and the World Bank.
This exercise is mandatory for all permanent, pensionable, and contract employees, including those currently on leave, who must report to their departments to complete the provided questionnaires and templates. The audit will commence on March 20, 2025, and continue until the submitted documents are fully utilized, with schedules established for all sub-counties.
The initiative seeks to address the County Integrated Development Plan (CIDP) vision, incorporating frameworks such as the Nyalore Manifesto, the County’s Strategic Plan, and successive regime manifestos.
Its objectives include identifying skills gaps, reviewing the County Skills Inventory Database, streamlining training and development functions, ensuring proper employee placement, and revising staff establishment. Additionally, it aims to address gaps in the organogram, eliminate ghost workers, reduce unnecessary wage bills, and minimize duplication of roles and responsibilities. Consultants will be engaged as needed to enhance the process.

The audit will evaluate staff skills, knowledge, and competencies, including the ratio of support staff to technical staff, which the Human Resources Director insists should be balanced.
This assessment will support the creation of a county staff database and a master skills plan, ensuring that the necessary technical expertise is acquired to deliver satisfactory services at all levels. By analyzing surpluses and deficits, the audit will also aid succession management and key rapid-results initiatives while improving staff efficiency across departments to align with the County Government’s policies and objectives. Furthermore, the exercise will clarify the organizational hierarchy to promote a seamless workflow and recognize staff with additional skills and knowledge, enabling their appropriate placement.
Human Resource Director Susan Raba emphasized that the audit is essential for eliminating ghost workers, optimizing staff placement, and advancing employees with advanced qualifications within the county structure.
Targeted departments include Governance, Administration and ICT, Human Resource Management, the County Public Service Board, and Municipalities, among others. This comprehensive effort reflects the county’s commitment to workforce optimization and sustainable development.
