Deputy Inspector General Eliud Lagat of the Kenya Police Service on Friday presided over the signing of performance contracts by top regional and formation commanders.
The event took place during the annual Kenya Police Service security conference at the Kenya Maritime Authority in Mombasa. Regional Police Commanders, Directors, and Formation Commandants put pen to paper, committing to clear, measurable key performance indicators that directly support their mandates and the broader goals of the National Police Service.
The exercise builds directly on the high-level signing held on February 17, when Inspector General Douglas Kanja, together with DIG Eliud Lagat (Kenya Police Service), DIG Gilbert Masengeli (Administration Police Service), and Directorate of Criminal Investigations Director Mohammed Amin, formalized the 2025/2026 performance contracts at NPS Headquarters.
“These performance contracts are our binding promise to the public,” DIG Lagat told the gathering. “They set ambitious yet achievable targets for crime prevention, rapid response, community engagement, and professional integrity. Superior service delivery starts with personal accountability.”
The initiative reflects the National Police Service’s ongoing drive to strengthen institutional performance, restore public confidence, and deliver visible improvements in safety and security across Kenya. 
With the country facing dynamic threats ranging from urban crime to cross-border challenges, today’s ceremony signals a renewed focus on transparent, outcome-oriented leadership from the highest ranks downward.
The Mombasa conference also provided a platform to review current operations and align priorities for the coming year, reinforcing the message that real change in policing is measured—not promised.
