Siaya County Steals the Spotlight at Devolution 2025 with Innovation, Inclusion, and a Strong Voice for Democracy

Homa Bay, Kenya – August 13, 2025 – The air at Homa Bay High School was charged with energy and expectation as the 2025 Devolution Conference rolled into its second day, themed Good Governance. Among the counties making a splash, Siaya—under the steady stewardship of Governor James Orengo—arrived with a message that blended innovation, inclusion, and a bold stand for human rights.

The event’s spotlight moment came as President William Ruto, the Chief Guest, prepared to deliver his keynote address. But Siaya’s slot on the programme, focusing on Human Rights and Democracy, promised an equally compelling conversation, reflecting Governor Orengo’s long-held advocacy for justice and participatory governance.

The Siaya entourage was a picture of teamwork: County Secretary Joseph Ogutu, CECM for Governance, Administration & ICT Agunda Ochanda, Chief Officers Walter Okelo and Judith Patel, along with a dynamic group of directors and technical staff. The Public Communications desk, led by Chrispine Omondi, was on hand to capture and share every highlight.

But it wasn’t just speeches and officialdom that made Siaya stand out. The county had lined up eleven eye-catching exhibitors—from talented artists to innovative tech minds, and, notably, entrepreneurs living with disabilities who have carved out successful ventures from Siaya Town. Visitors were drawn to stalls showcasing locally made solutions—some high-tech, others beautifully handmade—all with one thing in common: a direct, positive impact on everyday life in Siaya.

As the day wore on, delegates could be seen huddled around Siaya’s booths, asking questions, trying products, and taking notes. In a conference themed around good governance, the county’s message was clear: democracy isn’t just debated in chambers—it’s built in communities, fueled by creativity, and strengthened when every voice is heard.
