Siaya Governor James Aggrey Bob Orengo today led a county delegation to Capitol Hill, where he briefed former Prime Minister Raila Amollo Odinga on preparations for the upcoming Siaya International Trade & Investment Conference (SITICO).
The courtesy call underscored SITICO’s ambition: to position Siaya as an investment hub in agriculture, the blue economy, and energy. Governor Orengo was accompanied by Energy Cabinet Secretary James Opiyo Wandayi, County Secretary Joseph Ogutu, and members of the SITICO Planning Committee.
Addressing the media after the meeting, Orengo emphasized that SITICO is “designed to unlock Siaya’s economic potential by attracting transformative investments across key growth sectors.”
Raila Odinga, who was born in Siaya and has been a key champion of the county’s development, welcomed the initiative. He commended the county government’s efforts to create new opportunities, highlighting nuclear energy exploration, agro-industrial processing, and sustainable exploitation of Lake Victoria’s resources as areas with high potential.

Siaya is already benefitting from major infrastructure projects under the Broad-Based Government of President Dr. William Samoei Ruto, with Raila pushing for timely completion of the Jaramogi Oginga Odinga Stadium and the Siaya County Referral Hospital. SITICO is expected to build on these foundations, offering investors clarity on available opportunities and incentives.

The delegation comprised County Secretary Joseph Ogutu, CECM Governance Agunda Ochanda, Grace Agola (County Executive Committee Member for Trade, Enterprise, Cooperatives, and Industrial Development) and other top County officials.
CS Wandayi’s presence at Capitol Hill signaled the national government’s interest in aligning the energy sector with Siaya’s growth potential. Wandayi comes from Ugunja in Siaya County.
Beyond SITICO Governor Orengo is seen to be consolidating his prospects for a second term by literally bringing all stakeholders on board.
