Siaya County’s political and administrative landscape edged closer to a significant shake-up after Governor James Orengo’s nominees for critical county positions underwent rigorous vetting before the County Assembly’s Select Committee on Appointments.
The high-stakes session, chaired by Speaker George Okode, scrutinized candidates earmarked for the Siaya County Public Service Board and the influential office of County Attorney—positions central to governance, legal oversight, and public sector efficiency.
The exercise, anchored in Article 179(2)(b) of the Constitution of Kenya (2010), Section 58A of the County Governments Act (2012), and the Public Appointments (County Assemblies Approval) Act (2017), underscores the growing emphasis on transparency and accountability in county appointments.
A diverse slate of nominees appeared before the committee, each seeking to secure a role in shaping Siaya’s administrative engine:
Amb. Frost Edwin Otieno Josiah
Rose Achieng
Lawrence M. Odero
Dorothy Akinyi Owino
Oscar Onyango
For the pivotal legal advisory role, Emma Velma Maumo faced the panel as the nominee for County Attorney.

The Siaya County Public Service Board plays a critical role in recruitment, discipline, and management of county staff, making it a cornerstone of service delivery. Meanwhile, the County Attorney serves as the chief legal advisor, guiding policy, safeguarding county interests, and ensuring compliance with the law.
The vetting process delved into the nominees’ professional backgrounds, integrity, and vision for public service—key benchmarks that will determine whether they pass the Assembly’s approval threshold.
With the vetting now complete, the committee is expected to table its report before the County Assembly next week. The House will then debate and either approve or reject the nominees, setting the stage for the next phase of Orengo’s governance agenda.

The outcome will not only shape Siaya’s administrative direction but also signal how firmly the Assembly intends to assert its oversight role in the face of executive appointments.
As anticipation builds, all eyes are now on the Assembly floor, where the final verdict will define the future of leadership in Siaya County.
