The Siaya County Department of Tourism, Sports, Culture and Arts has entered a new phase of leadership and ambition following the official unveiling of incoming Chief Officer Wilfred Ouma Nyagudi and County Executive Committee Member Dr. Kut Ochogo at the iconic Jaramogi Oginga Odinga Stadium.

The high-level departmental meeting marked a strategic transition in one of Siaya County’s most visible and people-centered ministries, with Nyagudi emerging as the central figure in a renewed push to elevate Siaya’s tourism, sports, culture, and creative economy to national and international prominence.
Taking over from outgoing Chief Officer Judith Oyugi, Nyagudi struck an optimistic and visionary tone, promising bold reforms, stronger teamwork, and enhanced service delivery across the department.
“I promise to lift the flag higher than it has ever been. My dream is to take it to the top mast; Siaya must continue shining bright like a diamond, here and beyond,” Nyagudi declared to applause from staff and stakeholders.
His remarks signaled a determined leadership style anchored on visibility, professionalism, and results-driven governance.
Nyagudi praised the outgoing leadership for laying a strong foundation that helped position Siaya as an emerging hub for sports, arts, and cultural excellence. The new Chief Officer reminded staff that the tourism and sports docket remains one of the county’s most publicly scrutinized departments due to its direct interaction with local communities, investors, athletes, artists, and international tourists. He challenged officers to uphold integrity, professionalism, and discipline while serving as ambassadors of Siaya County.
Observers view Nyagudi’s appointment as a significant boost for the county’s quest to revive dormant cultural programs, expand sports development initiatives, and reposition Siaya as a competitive tourism destination within the region.
Meanwhile, Dr. Kut Ochogo emphasized the importance of structured induction and institutional discipline in strengthening productivity within the department. The CECM also challenged younger officers to take advantage of the department’s rich pool of highly educated professionals, including several PhD holders, to sharpen their skills and accelerate career growth.
“I will provide strategic direction to realize the department’s mission and vision, ensuring smooth workflows and successful delivery of the mandate entrusted to us by the Governor,” Dr. Kut stated.
He further urged staff to separate politics from professional duty, insisting that discipline and respect for county leadership remain non-negotiable.
As part of the department’s broader transformation agenda, Dr. Kut pledged to revive flagship cultural and tourism events, including the popular Mr. and Miss Tourism pageants, which once played a major role in showcasing local talent and boosting the county’s creative economy.
