The Higher Education Loans Board (HELB) has rolled out a new training loan targeting civil servants, in partnership with the Ministry of Public Service.
The Civil Servants Training Revolving Fund (TRF) is open to employees in the National and County Governments, the Teachers Service Commission (TSC), and the National Police Service. Eligible borrowers can access up to Ksh500,000 per year at a 4% annual interest rate, payable over 72 months, with no processing fees.
The funds will support studies ranging from certificate to PhD level, as well as professional courses at recognised local institutions. Applicants must present an admission letter, a net pay above one-third of their salary, and two guarantors who are also civil servants.

Repayments will be made through a check-off system from salaries. Applications can be submitted via the HELB portal, with assistance available at 28 Huduma Centres and 23 partner cyber cafés nationwide.
