Siaya: County Secretary Ogutu Moves Decisively Following Violence on Striking Nurses, Calls for Transparency, Accountability and Renewed Dialogue

The County Government of Siaya has taken a bold and transparent stance following the unfortunate incident of violence involving striking nurses at its headquarters on Tuesday, September 30, 2025.

In a rare move that has won praise from governance experts, County Secretary and Head of Public Service, Joseph Ogutu, issued a strongly worded statement condemning in “the strongest terms possible” the violence meted on frontline health workers. Unlike other counties that often downplay or dismiss unrest in the health sector, Siaya’s leadership has not only acknowledged the incident publicly but also placed its own enforcement unit officers on the spot — suspending them immediately pending investigations.

Swift Accountability Measures

In a development that signals zero tolerance for impunity, Mr. Ogutu announced that the Head of County Enforcement Unit and all officers on duty at the time of the incident have been sent on 30 days compulsory leave to pave way for a “full and impartial investigation.”
This level of accountability, insiders say, is unusual in Kenya’s devolved units where cases of force against striking staff often go uninvestigated.

“By sending officers home immediately, the County has shown seriousness. It restores confidence that health workers’ rights and human dignity are protected,” said a governance analyst based in Kisumu.

Condemning Violence, Reaffirming Dialogue

The press statement went beyond routine condemnation. It reaffirmed Siaya’s long-standing policy of constructive dialogue with health professionals, citing past records of amicable resolutions between the County and its nurses.
The message to staff was clear: grievances must be aired, but they will always be addressed peacefully and lawfully, without fear of intimidation or retaliation.

Indeed, the County explicitly apologized to the injured nurses, a gesture that observers say is rare in Kenya’s political climate where government institutions often resist acknowledging responsibility.

A Pro-People Posture

Governor James Orengo’s administration has consistently branded itself as people-centered, and this latest response underlines that philosophy.
The statement emphasized that Siaya County prioritizes staff welfare, a conducive working environment, and above all, the health care needs of its residents.
The move to call on national security agencies to probe the matter thoroughly and bring perpetrators to justice reflects an administration keen on closing gaps that could erode public trust.

Balancing Discipline with Respect for Workers

The County Government of Siaya further reiterated its unwavering respect for all cadres of staff — urging calmness, restraint, and a swift return to dialogue. Unlike in other counties where striking health workers have faced hostility, Siaya’s administration is pitching itself as a partner rather than an adversary.

“This incident is deeply regrettable. But the County’s actions show that our health workers’ welfare and dignity are non-negotiable. Dialogue, not force, will always remain our path,” the County Secretary assured.

Bigger Picture: Setting a National Example

Health sector observers argue that Siaya’s transparent and swift handling of the matter could set a precedent nationally.
“In most cases, counties are defensive when such violence happens. Here, Siaya has condemned, apologized, and even suspended its own officers. That is leadership,” said a Nairobi-based health policy expert.

As investigations continue, nurses and residents alike will be watching whether justice is delivered. For now, Siaya County appears to have struck a delicate balance between firm accountability and compassionate governance.

If sustained, this posture could bolster its image as a devolved unit where professionalism, transparency, and respect for workers form the backbone of public service delivery.
