The Siaya County Government has ramped up efforts to strengthen accountability and staff productivity through a comprehensive Performance Appraisal System (PAS) workshop held at the County offices.
The session was spearheaded by the Department of Governance, Administration and ICT, led by CECM Agunda Ochanda and Chief Officer Hon. Walter Okelo, in partnership with the Directorate of Human Resource Management under Director Susan Raba. The workshop brought together staff under the directorate for an intensive capacity-building forum aimed at aligning county operations with modern performance standards.
A performance appraisal system is a structured, formal mechanism used to evaluate an employee’s job performance over a defined period—typically annually. It measures strengths, identifies improvement areas, sets strategic work-plan targets, and provides critical feedback. Globally, PAS frameworks guide key HR decisions including promotions, compensation adjustments, professional development, and—where necessary—disciplinary actions.
During the workshop, Director of Governance George Okelo and Senior Human Resource Officer Fredrick Muga moderated the training sessions, walking staff through the essential criteria and performance indices used to assess work outputs and achievements.

The initiative underscores Siaya County’s renewed commitment to professionalism, transparency, and improved service delivery, ensuring staff performance is systematically tracked and tied to institutional goals.
