Siaya Governor James Orengo on Wednesday presided over the swearing-in of newly appointed county executives and chief officers in a ceremony that underscored a fresh administrative push aimed at accelerating service delivery and revitalizing key sectors of the devolved government.

The colourful event, held at the Siaya County Government Headquarters, saw Wilfred Ouma Nyagudi officially take oath of office as Chief Officer for Tourism, Culture, Sports and Arts — a strategic docket viewed as central to unlocking Siaya’s tourism, cultural and creative economy potential.

The swearing-in ceremony was conducted by Senior Principal Magistrate Hon. Lily Nafula in the presence of senior county leadership, including Speaker George Okode, Board Chairman Eng. Collins Juma, Members of County Assembly, county executives and senior government officials.

Nyagudi emerged among the standout figures in Governor Orengo’s latest executive restructuring following his successful vetting and approval by the Siaya County Assembly alongside several other nominees tasked with strengthening governance and improving public service delivery across the county.

Also sworn into office were Maurine Awuor Onyango, who takes charge of ICT and Public Service Transformation, Walter Okelo Ochieng for Governance and Administration, Joseph Oloo Mboha for Lands, Physical Planning, Surveying and Housing, and Jared Onyango Abayo for Environment, Climate Change and Natural Resources.

The county administration has also recently ushered in a new team of County Executive Committee Members, including Joseph Rading Otieno for Governance and Administration, Christine Jenifer Akinyi for Trade, Cooperatives and Industrialization, Willis Okoth Ochieng for Agriculture, Irrigation, Food, Livestock and Fisheries, Erick Abungu Odawa for Public Works, Roads, Energy and Transport, Ochogo Nicholas Kut for Tourism, Culture, Sports and Arts, and Augustine Neto Adhola for Lands, Physical Planning, Housing and Urban Development.

Despite the broader executive shake-up, Nyagudi’s appointment attracted particular attention owing to the growing strategic importance of tourism, sports, culture and arts in Siaya’s economic transformation agenda. County officials believe the department holds immense potential in attracting investment, promoting cultural heritage, nurturing local talent and expanding sports tourism around the Lake Victoria region.

Speaking during the ceremony, Governor Orengo challenged the newly sworn-in officials to uphold integrity, professionalism and accountability while delivering tangible development outcomes to residents. He said the county administration was entering a new phase focused on efficiency, economic empowerment and responsive governance.

Political observers view the latest appointments as part of Orengo’s broader effort to consolidate his administration and align county departments with his long-term development blueprint for Siaya.

Nyagudi now assumes office at a time when Siaya is seeking to position itself as a regional cultural and tourism destination through aggressive promotion of heritage sites, sporting activities, creative arts and eco-tourism ventures linked to Lake Victoria and the county’s rich Luo cultural identity.
