The County Government of Siaya has officially completed its Performance Contract (PC) signing for the 2024/2025 financial year—while simultaneously kicking off the 2025/2026 contracting cycle in a high-level ceremony led by Governor James Orengo.
Held today in Siaya, the event marked a major governance milestone as the county tightens its grip on accountability, accelerates performance tracking, and pushes toward results-driven public service delivery.
The ceremony served a dual purpose.
Earlier in the year, several key institutions—including SIBOWASCO, Bondo Municipality, Ugunja Municipality, and the Department of Water—missed their scheduled signing due to competing official duties.
Today’s event closed that chapter by completing the FY 2024/2025 Performance Contract cycle, paving the way for Siaya’s next strategic phase: the rollout of the 2025/2026 Performance Contracts.
Governor Orengo reaffirmed that performance contracts remain central to Siaya’s transformation agenda.
“Performance contracting gives us measurable results, clear expectations, and the accountability our citizens deserve. It is how we ensure every officer contributes to the strategic direction we envision for Siaya,” he said.
Why Performance Contracts Matter in Siaya
Performance contracts have become one of the most powerful public-sector management tools in the county. They enable:
Continuous Monitoring & Evaluation
Clear Work Targets for Departments & Agencies
Improved Efficiency in Service Delivery
Enhanced Transparency & Accountability
Better Alignment with County’s Development Blueprint
For Siaya residents, these contracts translate into cleaner towns, better water services, improved infrastructure, digitized services, and stronger socio-economic outcomes.
Top County Leadership Present
The event drew key county leaders from governance, water, environment management, and municipal operations. High-ranking officials in attendance included:
Governor James Orengo
Prof. Jacquiline Oduol, CECM – Water, Environment, Irrigation, Climate Change & Natural Resources
Michael Oliech Obambo, Chief Officer – Water, Environment & Natural Resources
Dr. Joshua Otieno Agola, Chairperson – Bondo Municipality
Philip Mbindyo, Municipal Manager – Bondo
Ugunja Municipal Manager
Agunda Ochanda, CECM – Governance, Administration & ICT
Other senior county officials and departmental heads
Their participation signaled unified commitment across the county’s leadership hierarchy.
With the new cycle initiated, every department is expected to align its performance targets to Siaya’s strategic priorities, including:
Expanding water access through SIBOWASCO
Strengthening climate change adaptation measures
Modernizing municipalities for cleaner, smarter urban spaces
Scaling up ICT integration in county services
Enhancing governance efficiency
The Governor emphasized that the contracts are not just ceremonial but binding commitments that will guide departmental evaluations throughout the year.
Siaya’s Governance Model Gains Momentum
The Orengo administration has consistently pushed for structured, results-oriented leadership. Today’s event underscores Siaya’s position as one of the counties actively institutionalizing performance management as a tool for development.
As the 2025/2026 performance cycle gets underway, residents can expect renewed energy directed at improving service delivery—ensuring that public servants not only meet but exceed the standards set for them.
