Siaya Governor James Aggrey Bob Orengo will on Friday, August 29, 2025, preside over the groundbreaking of a modern annex building at Ukwala Sub-County Hospital, in a ceremony expected to draw the area MCA, members of the County Executive, national government officials, and community leaders.

The annex is envisioned as a state-of-the-art expansion of the existing facility, aimed at easing congestion and addressing the surging demand for quality health services in Ugenya and neighbouring regions.

A timely expansion

Ukwala Sub-County Hospital, already the flagship health facility in the northern corridor of Siaya, has been operating under pressure due to increased patient inflows. The new annex will provide additional wards, a surgical theatre, a modern maternity and newborn unit, diagnostic imaging suites, and expanded outpatient consultation rooms.

Governor Orengo has emphasized that the expansion is part of his administration’s county-wide health infrastructure upgrade programme, designed to bring services closer to residents while aligning with the national Universal Health Coverage (UHC) agenda.

What the annex brings

Plans tabled by the County Department of Health indicate that the annex will include:

New inpatient wards to relieve overcrowding.

A modern surgical theatre complex, complete with recovery bays.

Upgraded maternity and neonatal intensive care (NICU) facilities.

Radiology and imaging units for X-ray, ultrasound, and possible CT scan capacity.

A dedicated pharmacy and laboratory wing.

Improved patient waiting areas and disability-friendly access.

The design also provides for future vertical expansion, allowing more floors to be added as demand grows.

Community impact

Health planners argue that the annex will reduce referrals to Siaya County Referral Hospital, saving families transport and treatment costs. Residents will be able to access higher-level care within their community, especially for emergencies, maternal health, and elective surgeries.

“The annex means mothers will no longer be rushed to Siaya or Kisumu in the middle of the night. Critical care will now be available right here in Ukwala,” a county health official noted during the project briefing.

Staffing and services

The annex will be staffed with additional nurses, clinical officers, midwives, and laboratory technologists, with visiting specialists scheduled for surgery, obstetrics, paediatrics, and internal medicine. The county is also considering telemedicine links with Siaya Referral Hospital to support complex consultations.

Economic and social benefits

Beyond health, the project is expected to create jobs during construction, stimulate local businesses, and anchor wider development in Ukwala township. Once operational, the annex will generate permanent healthcare jobs while improving public health outcomes.

Accountability and oversight

Governor Orengo’s administration has committed to transparent procurement and phased implementation, with progress reports and community oversight committees to ensure timely delivery.
