Siaya Assembly Clears Key CEC Nominees, Sends Back Two Names to Governor Orengo

The Siaya County Assembly has approved a slate of County Executive Committee Members (CECMs) and Chief Officers, marking a significant step in the formation of Governor James Orengo’s administration—while simultaneously rejecting two nominees and demanding fresh submissions within 14 days.

Following rigorous vetting hearings conducted in line with Section 8(1)(a) of the County Governments Act, 2012 and Section 7 of the Public Appointments Act, 2017, the Assembly’s committee tabled its report recommending approval of several executive appointments across critical departments.

Among those cleared is Joseph Rading, who will take charge of Governance and Administration, while Willis Okoth assumes the Agriculture, Irrigation, Food, Livestock and Fisheries docket. Christine Jennifer Akinyi was approved to head Trade, Cooperatives and Industrialization, with Nicholas Kut Ochogo taking over Tourism, Culture, Sports and the Arts.

The Assembly also gave the green light to Adhola Neto Augustine for Lands, Physical Planning, Housing and Urban Development, alongside Erick J. Abungu Odawa, who will oversee Public Works, Roads, Energy and Transport.

In tandem, the House approved five Chief Officer nominees, including Wilfred Nyagudi (Tourism), Maurine Owuor (ICT), Walter Okelo (Governance and Administration), Jared Abayo (Environment), and Joseph Mboha (Lands).

Presiding over the session, Speaker Rt. Hon. George Okode formally communicated the Assembly’s resolutions and called on Governor Orengo to proceed with the official appointments and subsequent swearing-in of the approved candidates.

However, in a notable twist, the Assembly rejected two CEC nominees, invoking its oversight mandate and directing the Governor to submit alternative names for consideration within a strict 14-day window.

With the constitutional vetting process now concluded for the approved nominees, attention shifts to Governor Orengo’s next move as he finalizes his executive team to drive the county’s development agenda.

The incoming officials will be expected to play a central role in delivering on the promises outlined in the Nyalore manifesto, as the administration moves to accelerate service delivery and economic transformation across Siaya County.
