The County Government of Siaya has taken a significant step toward strengthening its human rights framework following a high-level courtesy call by the Defenders of Human Rights Organization (DHRO), marking the beginning of what leaders describe as a “strategic and transformative partnership.”

The DHRO delegation was formally received by officials from the Office of the County Secretary, led by Director of Cabinet Affairs Zilpah Menya, who represented the Governor during the engagement.

In a meeting underscored by optimism and shared purpose, DHRO officials introduced their organization’s mandate and expressed a firm commitment to collaborate with the county government. The proposed partnership aims to align DHRO’s programs with Siaya’s development priorities, legal frameworks, and policy agenda—particularly in areas touching on the protection and promotion of human rights.

“This engagement lays the foundation for a structured, long-term collaboration that will advance the rights, dignity, and welfare of our people,” said a county official present at the meeting.

The discussions also explored potential areas of cooperation, including civic education, rights advocacy, policy support, and community-based interventions designed to safeguard vulnerable populations.

County officials welcomed the initiative, noting that partnerships with credible civil society organizations such as DHRO are key to deepening governance, accountability, and social justice at the grassroots level.

The courtesy call signals Siaya’s growing openness to multi-stakeholder collaboration as it seeks to build an inclusive and rights-based development model.

As both parties move toward formalizing the partnership, residents can expect renewed focus on initiatives that uphold human dignity, strengthen institutional frameworks, and ensure that no citizen is left behind.

With this milestone engagement, Siaya positions itself as a county committed not just to development—but to justice, equity, and the fundamental rights of its people.
