The Siaya County Assembly has stepped up scrutiny of key executive appointments, with tourism nominee Wilfred Nyagudi Ouma outlining an ambitious plan to transform the county into a regional cultural and economic hub.

Appearing before the Assembly’s Committee on Tourism, Wildlife and Conservation, Nyagudi was vetted pursuant to Section 45(1) of the County Governments Act, 2017, and Standing Order No. 200(5)(f). The session, chaired by Hon. Dorothy Ohinga, placed the spotlight on his credentials, leadership record, and vision for the Department of Tourism, Culture, Sports and Arts.

A seasoned human resource professional, technologist, and corporate governance expert, Nyagudi brings decades of public service experience to the table. An alumnus of Makerere University, he has notably steered the Siaya County Public Service Board across two successive administrations—an achievement that underscores his institutional memory and leadership stability.

Committee members were told that his extensive background in governance consulting and human resource development positions him as a strategic asset for Governor James Orengo’s Nyalore administration. His exposure to high-level policy environments and engagement with top-tier professionals is expected to inject fresh momentum into Siaya’s development agenda.

If approved, Nyagudi is set to play a central role in aligning the department with the county’s Integrated Development Plan, with a focus on unlocking tourism potential, promoting cultural heritage, and expanding sports and creative industries.

In his submission, Nyagudi pledged to deliver results through professionalism and innovation.

“I will strive for excellence to the best of my ability and ensure measurable outcomes that benefit the people of Siaya,” he told the committee.

He further committed to strengthening inter-county partnerships, enhancing tourism circuits, and positioning Siaya as a competitive destination for both domestic and international visitors. His strategy hinges on leveraging cultural assets and fostering collaboration to drive socio-economic growth.

The vetting process, which continues this week, is part of a broader effort by the County Assembly to ensure qualified leadership is in place to deliver on campaign promises and accelerate development.

Nyagudi’s nomination has already sparked optimism among stakeholders who see his blend of experience and vision as key to unlocking Siaya’s untapped potential in tourism and the creative economy.
