The Siaya County Assembly has rejected the nomination of George Nying’iro as County Executive Committee Member (CECM) for Finance, dealing a significant political and administrative blow to Governor James Orengo’s cabinet formation plans.

In a decisive vetting outcome that signals heightened scrutiny over the county’s most sensitive docket, Members of County Assembly (MCAs) also rejected Grace Agola, while approving a majority of the governor’s nominees to steer various departments.

Approved CECM Nominees

The Assembly greenlit six nominees to the County Executive Committee, paving the way for their formal appointment into office:

Joseph Rading

Willis Okoth

Christine Akinyi

Neto Adhola

Erick Odawa

Kut Ochogo

The approvals mark a major step in operationalizing key county departments, even as the finance docket remains unsettled.

The rejection of Nying’iro, widely seen as a critical figure for fiscal planning and budget execution, leaves a vacuum in one of the most pivotal roles in county governance. The Finance CECM oversees budget formulation, revenue collection, and expenditure oversight—functions that are central to service delivery and development implementation.

Analysts note that the Assembly’s decision could reflect underlying concerns about leadership, accountability, or policy direction within the finance portfolio, though detailed reasons are expected to emerge in the Assembly’s official report.

Alongside Nying’iro, Grace Agola’s nomination was also turned down, underscoring what observers describe as a firm stance by the Assembly to assert its oversight role in shaping the county executive.

The move may also point to evolving political dynamics between the Assembly and Governor Orengo’s administration, with implications for future nominations and legislative-executive relations.

Chief Officers Approved

In a parallel process, the Assembly approved several Chief Officer nominees, strengthening the administrative backbone of the county government:

Wilfred Nyagudi – Tourism

Maurine Awuor – ICT

Walter Okelo – Governance

Jared Obayo – Environment

Joseph Mboha – Lands

Their approval is expected to accelerate service delivery and policy implementation across key sectors.

Governor Orengo is now expected to submit a fresh nominee for the Finance docket, a position that will be closely watched given its strategic importance. The coming days will test the administration’s ability to navigate Assembly expectations while maintaining momentum in governance.

As Siaya residents await a fully constituted executive, the Assembly’s decisions underscore a broader message: vetting is no longer a formality, but a decisive process shaping the county’s leadership and accountability framework.
