ADVERTSiaya County has intensified scrutiny of departmental and municipal performance targets for the 2026/2027 financial year, with the Performance Contracting Management Secretariat reviewing, interrogating and negotiating draft commitments to ensure they align with approved budgets and deliver measurable development outcomes.
The vetting exercise, which commenced on October 10, 2026, was presided over by secretariat chair Peter Ligulu and is being coordinated by Fredrick Muga.
The process seeks to ensure that proposed targets are realistic, adequately funded and geared towards economic growth, improved service delivery and accountability in the implementation of county programmes.
Once the secretariat completes its review and incorporates the necessary corrections, the draft performance contracts will be approved for signing by County Executive Committee members, the County Public Service Board, municipal managers and the managing director of Sibowasco for the 2026/2027 financial year.
The exercise places departments and agencies under greater scrutiny as the county seeks to translate budgetary allocations into tangible development projects.
ADVERTLands Department Targets Investment Sites, Public Land Titling
The Department of Lands, whose technical team appeared before the secretariat led by Chief Officer Joseph Mboha, outlined an ambitious programme centred on acquiring land for public investments, completing valuation processes, preparing spatial plans and securing ownership documents for public facilities.
The department committed to acquiring land for a range of proposed projects, including Uduma Market, Anyiko Market, Uhanya Market, Kamariga Market, West Asembo Sacco, Ulanda ECD Centre, Komolo ECD Centre, Sangla Dispensary, Bar-Aluru Dispensary, the Barkanyango Water Project and Bar-Sauri Health Centre.
The proposed acquisitions are intended to provide land for public infrastructure and support the expansion of essential services across the county.
On the valuation roll, Mboha said the department had prioritised settling outstanding payments owed to the consultant to facilitate the formal handover of the document.
“We are going to make payment of funds owed to the consultant. Once the documents land in our hands, we shall undertake public participation and forward the document to the Chief Government Valuer for validation and input,” Mboha said.
The next stages will be critical in determining how the valuation roll is finalised and translated into actionable county land administration measures.
Blue Economy Spatial Plan and Market Layouts Prioritised
The Lands Department also intends to implement a county government special plan, including a Blue Economy Spatial Plan, as part of efforts to strengthen spatial planning and guide development.
It will prepare market layout plans for Bar Otock, Bar Okwiri and Mbolori, providing a framework for organised market development and improved land use.
Another priority is the titling of nine parcels of public land associated with key facilities and infrastructure, including Alkala Stadium, Sega Trailer Park, Usenge Bus Park, Anyiko Market, Nyamsenda Health Centre, Lucy Onono Polytechnic, Bar Odsimbo Waste Management and Kanyaboli Health Centre.
The department has further prioritised the design and fencing of Sega Trailer Park during the current financial year.
Securing title deeds for public land is expected to strengthen the county’s ownership documentation, protect public assets and support future infrastructure investment.
Bondo Municipality Targets Parking, Roads and Solar Streetlights
The leadership of Siaya, Bondo and Ugunja municipalities also presented their proposed performance targets for the 2026/2027 financial year.
Bondo Municipality has committed to purchasing safety gear and working tools for its staff by November 30, 2026, in a move aimed at improving workplace safety and operational efficiency.
Its development priorities include establishing a heavy commercial parking facility and an ablution block, alongside constructing a 0.274-kilometre perimeter wall around Bondo Bus Park.
The municipality also plans to develop 0.4 kilometres of non-motorised transport facilities within the central business district (CBD).
Installation of 40 solar-powered streetlights has been prioritised for implementation during the financial year, with the investment expected to improve visibility and support safer movement within the municipality.
The proposed projects reflect a focus on urban infrastructure, public sanitation, transport management and the working conditions of municipal employees.
Ugunja Municipality Unveils Sh72 Million Development Plan
Ugunja Municipality has earmarked Sh72 million for projects during the 2026/2027 financial year, with road improvements, streetlight repairs and early childhood development infrastructure featuring prominently in its plans.
According to Ochieng, the allocation will support road improvement works and the repair of streetlights within Ugunja CBD and surrounding areas.
The municipality also plans to construct an ablution block in three schools, including Suwinga Primary School, although the complete list of beneficiary institutions was not provided.
Part of the Sh72 million allocation will finance the construction of three Early Childhood Development (ECD) centres in Ugunja, including Sango and Ogeda ECD centres.
The planned investments are intended to improve local infrastructure while strengthening access to basic sanitation and early childhood education facilities.
Successful implementation will depend on timely procurement, effective project supervision and the availability of funds in line with the approved budget.
Siaya Municipality Plans Sh175 Million Spending
Siaya Municipality has proposed spending Sh175 million on its 2026/2027 performance targets, with road maintenance, municipal administration infrastructure and non-motorised transport among its major priorities.
Municipality Manager Linet Oyola said the municipality had prioritised the maintenance of 25 kilometres of roads within Siaya CBD and its surrounding areas.
The programme is expected to support mobility, improve access to businesses and public facilities, and address road maintenance needs in the expanding urban centre.
A major infrastructure priority is the construction of a municipal office, for which Sh62 million has been earmarked.
The municipality is also planning a one-kilometre non-motorised transport facility along the Samco–Municipal Junction corridor.
The project, estimated to cost Sh32 million, will be funded by the World Bank and is expected to improve conditions for pedestrians and other non-motorised road users.
The combination of road maintenance, administrative infrastructure and pedestrian facilities signals a broader effort to strengthen Siaya’s urban infrastructure and municipal service delivery.
Performance Contracts Put Delivery Under the Spotlight
The ongoing performance contracting exercise provides an opportunity for Siaya County to link departmental commitments to budget allocations and measurable outcomes.
For residents, the real test will be whether the targets translate into completed projects, improved public services and better management of public resources.
The Lands Department’s proposed acquisitions and titling programme will require clear documentation and transparent processes, while municipal projects will depend on effective procurement, financial discipline and timely execution.
With the draft targets undergoing scrutiny ahead of signing, the secretariat’s challenge is to ensure that the final performance contracts go beyond ambitious declarations and establish clear responsibilities, timelines and measurable indicators.
As the 2026/2027 financial year progresses, residents will be watching to see whether the commitments made by the departments and municipalities result in visible development across Siaya County.
