Acting Siaya County Secretary Elizabeth Adongo has set an uncompromising tone for the county’s new leadership, warning County Executive Committee Members (CECMs) and Chief Officers that the time for settling in is over.
Speaking during her first high-level induction meeting held at the Governor’s Boardroom in Siaya, Adongo delivered a firm directive: performance must begin immediately.
“There is no more honeymoon for the executives. They must begin their duties without delay,” she said. “We need clear, factual updates on the progress of projects under your respective departments. Essential services—those the public uses to gauge our performance—must be checked and made to work.”
The meeting marked a critical reset for Siaya’s administration, bringing together a fresh team tasked with accelerating service delivery and restoring public confidence.
The County Executive Committee Members present included:
– Joseph Rading Otieno (Governance)
– Nicholas Kut Ochogo (Tourism and Sports)
– Prof. Jacqueline Oduol (Water and Climate Change)
– Willis Okoth (Agriculture)
– Christine Akinyi Oyuu (Trade)
– Neto Adhola (Lands)
Also in attendance were Chief Officers across key departments:
– Joseph Mboha (Lands)
– Wilfred Nyagudi (Tourism)
– Kevin Ajul (Roads)
– Richard Ogeda (Education)
– Michael Oliech Obambo (Trade)
– Judy Oyugi (Gender)
– Samuel Owino (Health)
– Maurine Owuor (ICT)
Adongo emphasized accountability, data-driven reporting, and visible impact as the cornerstones of her leadership approach. She underscored the urgency of fixing gaps in critical sectors such as health, infrastructure, water, and trade—areas residents interact with daily.
Her message signals a shift toward results-oriented governance, with less tolerance for delays and bureaucratic inertia.
The coming weeks are expected to test the cohesion and effectiveness of the newly assembled team as they move to align their departmental priorities with the county’s development agenda.
For residents of Siaya, the directive is clear: expectations are high, and the clock is already ticking.
