Siaya County has officially launched an ambitious public participation exercise to shape its 2027/28 development agenda, inviting residents across all 30 wards and three municipalities to directly influence budget priorities and key projects.
In compliance with Section 126(1) of the Public Finance Management Act, 2012, the County Government of Siaya, through the Department of Finance and Economic Planning, has commenced the preparation of the County Annual Development Plan (CADP) for the 2027/28 financial year.
The public engagement exercise will run from August 5 to August 12, 2026, covering all wards as well as the municipalities of Ugunja, Siaya, and Bondo. Residents are expected to submit their views on priority projects, resource allocation, and service delivery needs.
The CADP is a critical one-year strategic blueprint that translates the broader five-year County Integrated Development Plan (CIDP) into actionable programs. For the current cycle, the plan will operationalize development priorities under the administration of Governor James Orengo.
County officials say the exercise is designed to deepen participatory governance and ensure development decisions reflect grassroots realities.
A preparatory meeting chaired by the County Planning Office, alongside departmental representatives, reviewed readiness for the exercise. Discussions focused on work plans, logistics, mobility, and public awareness strategies to ensure inclusive participation across all wards.
Special emphasis has been placed on accessibility, with deliberate measures to ensure women, youth, and persons with disabilities are fully involved in the process.
Key Features of the 2027/28 ADP
The Annual Development Plan will outline:
– Detailed project portfolios — including project descriptions, locations, cost estimates, implementation timelines, and performance indicators
– Public input integration — capturing citizen priorities to guide equitable resource distribution
– Legal and policy compliance — ensuring alignment with statutory requirements and governance frameworks
By law, the final document must be tabled before the Siaya County Assembly no later than September 1, 2026.
Beyond county priorities, the ADP will also align with national and global development frameworks, including Kenya Vision 2030 and the Sustainable Development Goals (SDGs), while factoring in partnerships with development agencies such as the World Bank.
County Treasury officials have urged residents to take advantage of the forums, terming the exercise as a crucial opportunity to “decide the future of Siaya from the ground up.”
As the countdown to the public forums begins, all eyes are now on how effectively wananchi will seize the moment to shape the county’s development trajectory for the coming financial year.
