The County Government of Siaya, in partnership with the Food and Agriculture Organization (FAO) and the European Union (EU), through the Department of Lands, Physical Planning, Housing, and Urban Development, launched a five-day workshop at Candela Hotel in Siaya County.
The workshop aims to finalize the Zero Draft Land Use Plan Report for the Luanda K’Otieno Local Physical and Land Use Development Plan.
This initiative represents a pivotal step toward creating a sustainable, vibrant, and inclusive blue economy hub that aligns with the aspirations of both the government and local communities. The process facilitates the analysis of diverse perspectives on regional development, evaluates current challenges, and proposes actionable strategies that support Siaya County’s long-term urban planning objectives.
Successful implementation will require sustained collaboration, policy alignment, and active community engagement. The final Luanda K’Otieno Land Use and Development Plan, a 10-year framework, is designed to guide structured development in the area.
Luanda K’Otieno, a key node in Siaya County’s spatial strategy, has experienced steady growth over recent decades, driven by its economic activities, cultural networks, and strategic geographical position. With historical roots in agriculture and trade, the area offers a strong foundation for planned development.
However, increasing urban pressures and evolving socio-economic dynamics underscore the urgent need for comprehensive planning.
Attendees included Maurice Ochieng (Director of Physical Planning), Angela Sewe (Deputy Director of Physical Planning), Zembi Odera (FAO Cluster Specialist), Bens Umayah (Principal Planner), and other key stakeholders.
