Nairobi, August 21, 2025 – Nine people were arrested on Thursday in Eastleigh as the Communications Authority of Kenya (CA) intensified its crackdown on illegal postal and courier operations.
The enforcement operation, conducted jointly with the National Police Service, targeted unlicensed courier service providers found in breach of Section 49 of the Kenya Information and Communications Act, 1998.
Among the firms operating without valid licenses were Al-Safa Parcel Services, Falcon Fastforward Parcel Services, Turkana Parcel Services, Ramadhan Parcel, Skyway Centre, Sharks Solution Parcel Services, and Rahma Bus Services Limited.
“The suspects were held at the California Police Station and will be arraigned at the Makadara Law Courts,” CA confirmed in a press statement.
The regulator has urged firms offering postal and courier services to apply for licenses from its offices in Nairobi, Kisumu, Eldoret, Nyeri, and Mombasa, warning that operating outside the law attracts heavy penalties.
CA also advised the public to seek services only from licensed providers to ensure secure, reliable, and lawful parcel delivery.
This crackdown follows an April 2024 warning by CA Director General David Mugonyi, who cautioned Public Service Vehicle (PSV) Saccos and e-commerce companies against offering courier services without proper authorization.
“Any person found in violation of Section 49 of the Act is guilty of an offence and may face fines of up to Ksh 300,000, imprisonment for up to one year, or both,” Mugonyi warned.
The Authority maintains a list of licensed courier providers on its website, alongside details of the market structure and licensing requirements.
