The Commission on Administrative Justice (CAJ), commonly known as the Office of the Ombudsman, has suspended its Chief Executive Officer, Mercy Wambua, alongside two senior officials over allegations of gross misconduct, insubordination, and financial irregularities.
In a statement released on Friday, October 31, Commission Chairperson Charles Dulo confirmed that the action followed internal investigations that uncovered serious concerns regarding the conduct of the officers.
“The Commission on Administrative Justice (Office of the Ombudsman) has officially commenced disciplinary proceedings against its Commission Secretary/CEO, Ms. Mercy Wambua; the Assistant Director of Finance, Mr. Bernard Nyariki; and the Assistant Director of Supply Chain Management, Ms. Damaris Mburu,” Dulo stated.
He added that the suspensions were effected in accordance with the Commission’s Human Resource Manual and relevant laws, to preserve the integrity of the ongoing investigations.
“The officers have been suspended from duty, effective immediately, to ensure a fair and transparent disciplinary process,” Dulo noted.
The Commission also revealed that financial discrepancies had been detected, prompting plans to involve external investigative bodies.
“In light of apparent financial irregularities, the Commission will invite the Directorate of Criminal Investigations (DCI) and the Ethics and Anti-Corruption Commission (EACC) to conduct independent investigations,” the statement read.
Dulo reiterated the Commission’s commitment to transparency and accountability, assuring the public that due process would be followed.
“The Commission remains committed to upholding the highest standards of integrity and accountability. We assure the public that all necessary measures will be taken to ensure a thorough and impartial process,” he said.
The latest suspension mirrors a growing trend among public institutions tightening their grip on corporate governance and accountability.
Just last month, the Kenya Reinsurance Corporation Limited (Kenya Re) announced the suspension of its Managing Director, Dr. Hillary Wachinga, over internal matters pending investigation. The board appointed Mr. Nicodemus Gekone, the General Manager for Property and Investments, as Acting Managing Director in his place.
Observers note that these developments reflect a renewed push for institutional integrity and financial discipline across state bodies — signaling a broader effort to restore public confidence in public service management.
