The Siaya County Assembly has kicked off a bold plan to construct a state-of-the-art County Assembly Complex, issuing an urgent call for suitable land.
The Clerk of the County Assembly has invited Expressions of Interest (EOI) from eligible landowners and developers for the purchase of 1-2 acres of land to host the proposed facility. Tender No. CAS/EOI/COMP/2025-26 was published on April 2, 2026, with a tight submission deadline of Tuesday, April 14, 2026, at noon — meaning interested parties have just hours left to respond.
The new complex will replace the current premises and feature modern debating chambers, committee rooms, offices for Members of the County Assembly (MCAs), and enhanced public engagement spaces. This flagship project aims to boost legislative efficiency, strengthen oversight, and deliver better devolved governance to Siaya residents.
The move forms part of the county’s broader infrastructure push, aligning with ongoing upgrades in health and administrative facilities under the County Assembly leadership.
Interested candidates can download the full EOI requirements from the Siaya County Assembly website (www.siayaassembly.go.ke) or the Public Procurement Information Portal. Completed applications must be enclosed in plain sealed envelopes, clearly marked with the tender number and description, and deposited in the Tender Box on the ground floor at the County Assembly headquarters in Siaya Town. Alternatively, they can be posted to:
The County Assembly Clerk
County Assembly of Siaya
P.O. Box 7 – 40600, Siaya

Late submissions will be rejected. EOI applications will be opened immediately after the deadline in the presence of tenderers who choose to attend at Board Room 4.
This fast-tracked initiative signals Siaya’s commitment to modernizing its legislative infrastructure. Landowners and developers with suitable parcels in or around Siaya are urged to act immediately.
