Siaya Goes Digital: County Rolls Out e-Procurement Training to Curb Corruption and Boost Efficiency

The County Government of Siaya has taken a bold step toward sealing procurement loopholes and accelerating service delivery by launching a two-day intensive training on the Electronic Government Procurement (eGP) system.

The initiative signals a major shift in how public resources are managed, placing transparency, accountability, and efficiency at the heart of county operations.

The eGP platform, a flagship digital reform by the national government, is designed to overhaul the traditionally paper-heavy procurement process. It enables public institutions to seamlessly conduct procurement activities online—from planning and tender advertisement to bid evaluation, contract management, and payment processing.

Facilitators at the training underscored the significance of the transition, describing eGP as a “game changer” in public financial management.

“For years, procurement has been bogged down by paperwork, delays, and limited traceability. With eGP, every transaction is digital, trackable, and auditable in real time,” one facilitator noted.

Under the previous system, procurement processes were often slowed by manual documentation, physical tender submissions, and fragmented record-keeping—conditions that created inefficiencies and exposed the system to potential misuse.

The new digital platform directly addresses these challenges by introducing an integrated, paperless environment. It significantly reduces administrative costs, enhances oversight through clear audit trails, and minimizes opportunities for irregularities.

Participants in the training are undergoing hands-on sessions to familiarize themselves with key modules of the system, including requisition processing, tender management, evaluation procedures, and contract oversight. The program also emphasizes compliance with procurement laws and regulations to ensure adherence to best practices.

County officials say the training is not just about technology adoption, but about transforming mindset and institutional culture.

“This is about building capacity and confidence among our officers to operate in a fully digital procurement ecosystem,” an official said. “It will ultimately improve service delivery and ensure value for money for the people of Siaya.”

The rollout of eGP marks a significant milestone in Kenya’s broader public sector transformation agenda, reflecting a growing commitment to leveraging technology to strengthen governance and eliminate inefficiencies.

As counties embrace digital systems, Siaya’s move positions it at the forefront of a new era in public procurement—one defined by transparency, speed, and accountability.
