Siaya County government in partnership with Afrisol Consultancy firm is undertaking an appraisal of 16 Departments and Agencies with a view to institute performance rewards and/or sanctions.
This is the third-quarter evaluation of Governor James Orengo’s administration in this financial year and its based-on targets set. The rewards will be given after the fourth and final quarter of evaluation later this year.
The consultants who are working with Performance Contracting Secretariat are assessing the efficacy of departments and agencies.
A total of 10 departments and 6 Agencies including SIBOWASCO, Siaya Public Service Board, Ugunja, Siaya and Bondo Municipalities were all placed on performance contracts during the Financial Year 2024/2025.
According to Afrisol Consultancy firm, it is now time to verify the third-quarter achievements. There will be a last-quater evaluation at the end of the year and institutions that fail to meet the required threshold will not be verified.
Led by Benard Ohaga, the consultancy firm asked the Department of Finance to avail the necessary documents to the departmental accountants for them to verify their development programs.
Ohaga noted that although Finance has improved in gathering evidence that supports their programs, they are, however doing a disservice to other departments.
“Performance contract evidence provision is not verbal. Verbal explanation is not acceptable unless you are emphasizing on evidence that has been submitted. The evidence must be admissible and on recognized county documents,” said Ohaga,
“In my opinion, when we are going for annual evaluation, let us provide minimum requirements for the departments that we are going to evaluate and failure to meet them, we will be forced not to evaluate them,” said Ohaga.
He added that nothing deters them from approving departments that have met the threshold even if they are only six.
This comes a few months after department leadership signed a performance contract for current financial year with Governor James Aggrey Bob Orengo.
According to the Director Governance George Okello, this year there will be recognition, rewards and sanctions which will be mete, as applicable.
“Excellence, integrity, efficacy and consistency will be rewarded while failure, negligence, misconduct will lead to prompt corrective actions,”said Okello.
